إطار عمل مقترح للمشتريات الخضراء ضمن إدارة سلسلة التوريد الخضراء في قطاع البناء العراقي

الملخص
في الآونة الأخيرة، أصبحت المحافظة على البيئة عاملًا رئيسيًا لنجاح أي صناعة في العالم. تدمج صناعة البناء العديد من طرق الحفاظ على البيئة. أحد هذه الأساليب هو إدارة سلسلة التوريد الخضراء (GSCM). يقترح هذا البحث إطارًا للمشتريات الخضراء ضمن إدارة سلسلة التوريد الخضراء من خلال دمج مفاهيم الاستدامة البيئية مع إدارة المشاريع وفقًا لمعيار ISO 10006:2017. تم جمع العوامل المؤثرة على الشراء الأخضر من دراسات سابقة، ثم تم إجراء استبيان مفتوح لتحديد العوامل الأكثر صلة بالممارسة، وبعد ذلك تم تطوير استبيان مغلق تم تحليله باستخدام مقياس ليكرت من خمس نقاط. شمل الاستبيان 73 مشاركًا لديهم خبرة في الشراء وسلسلة التوريد. أظهرت النتائج أن العوامل الأكثر تأثيرًا ونجاحًا كانت: مراقبة جودة المواد، اختيار الموردين المعتمدين، شراء المواد غير السامة، تدقيق الموردين، اختيار الموردين، تحديد المواصفات للموردين، شراء المواد المعتمدة بيئيًا، ومطالبة الموردين بالحصول على شهادة ISO 14001 للمشاركة في المناقصات. الإطار المقترح تم بناؤه بناءً على هذه العوامل، حيث تم تحديد أصحاب المصلحة في المشروع ومراحل المشروع وفقًا لمعيار ISO 10006:2017، وربط كل من العوامل الناجحة بأصحاب المصلحة والمراحل ذات الصلة، مما ساهم في تحسين الأداء. الشراء من منظور الاستدامة والتشغيل البيني.
